Child care licensing regulations in the Virgin Islands state that “If a child with special needs is admitted, the facility shall consult with the child's parents, the child's source of professional health care, or where appropriate, other health and professional consultants, and develop a plait of care and program that meets the child's needs.” The Territory does not currently have a child care health consultant (CCHC) network.

History and Development

Approximately 15 CCHCs were trained under the Virgin Islands’ Healthy Child Care America (HCCA) project. These included social workers, school nurses, and community health nurses who were deployed across the three Virgin Islands. The CCHCs were located within, and paid a stipend through, the Department of Human Services (DHS)/Office of Child Care.

At the end of the HCCA program, the CCHC system was suspended. The Virgin Islands do not currently have an Early Childhood Comprehensive System (ECCS) grant, and support for the CCHCs has not been assumed by another entity.
